Urdaneta City, Pangasinan – Department of Environment and Natural Resources (DENR) Undersecretary for Local Government Units (LGU) Concerns, Solid Waste Management and Strategic Communication and Initiative Service (SCIS) Benny D. Antiporda together with technical personnel of the Environmental Management Bureau, Region- I (EMB- I), Provincial Environment and Natural Resources Officer (PENRO) of Pangasinan Maximo F. Soriano, OIC, CENRO of Eastern Pangasinan (Urdaneta City), Engr. Ronnie Jacinto  and representatives from the DENR- SCIS, Central Office and Regional SCIS (formerly Regional Public Affairs Office) inspected the Urdaneta City Engineered Sanitary Landfill Facilities (SLF) situated in Barangay Catablan, Urdaneta City, Pangasinan on January 27, 2021. The sanitary landfill inspection is also in line with the observance of the Zero Waste Month 2021 this whole month of January.

Initially, the DENR group paid a courtesy call to Urdaneta City, Pangasinan Mayor Julio F. Parayno III. During the courtesy call, Usec Antiporda challenge Mayor Parayno to make the Urdaneta City Engineered Sanitary Landfill Facilities to be a “model sanitary landfill” in the country. He urged the local head executive to strengthen the landfill management and promised the full support from the DENR and EMB. Likewise, he praised the mayor for the city’s Material Recovery Facilities (MRF) Processing Center.

The Urdaneta SLF was later inspected by Usec Antiporda, with the technical group from DENR- I, EMB- I, PENRO and CENRO attended by SLF LGU Manager Mr. Felix Vitales who discussed several woes to the facility. Usec Antiporda and the EMB group recommended the construction of SLF water treatment facility, to work on one- way leach, seal the leach, siphon the garbage seepage, identify ideal new cell, among others. In addition, Antiporda gave a reasonable time and commitment for the LGU- Urdaneta to fastrack the needed improvements for the SLF and told the LGU until the end of February this year to accomplish the said improvements to be able to catch- up with the demands of RA 9003 and not a potential hazard to human health or the environment within Urdaneta City. The said SLF is co- managed by LGU- Urdaneta and the private sector- MA Enterprises.

The DENR wanted to accelerate the national and local efforts to implement strictly and properly the provisions of RA 9003 otherwise known as the Ecological Solid Waste Management Act of 2000 which marked this year as its 20^th year since its enactment. Republic Act (RA) 9003 was first signed in January 26, 2001, calls for the institutionalization of a national program that will manage the control, transfer, transport, processing and disposal of solid waste in the country chaired by DENR.  (GCG-RSCIG- I)

Bantay, Ilocos Sur - Department of Environment and Natural Resources, Region- I (DENR- I) Regional Executive Director Atty. Crizaldy M. Barcelo personally administered the oath- taking ceremony of newly- appointed and promoted DENR Ilocos Sur personnel at the Provincial Environment and Natural Resources Office (PENRO) Office Bldg. in Bantay, Ilocos Sur last January 11, 2021.

The province-wide oath taking ceremony is in line with the observation of minimum health protocol being implemented. In the brief program, PENR Officer of Ilocos Sur Rosemarie B. Jornacion welcomed the key officials and personnel. She reminded the new personnel to do their best, work hard and prove their determination to work for the good of the agency and hoping for them to strive for excellence. The newly-appointed and promoted DENR Ilocos Sur personnel are the following: CENRO Northern Ilocos Sur -Juseum Jerie Manuel (EMS I) and Marvin Sarmiento (Forester I) and CENRO Southern Ilocos Sur-  Prado Adcasan (Forester II), Vincent Ganapin (Forest Technician I) and Elvie Basabas (Forest Technician II).

Further, RED Barcelo presided the oath- taking rites with the new personnel reciting the “Panunumpa ng Katungkulan” or the Oath of Office as civil servants of the DENR. The DENR- I head executive also reiterated the Civil Service Code of Conduct and Ethical Standards for Public Officials and Employees and the DENR Core Values in order for them to achieve the agency’s mission and vision.

Also present during the oath taking ceremony are PENRO Ilocos Sur TSD Chief, Janette A. Pascua, MSD Chief, Jimmy M. Santos Jr., OIC, CENR Officer Alfredo R. San Fernando City, La Union -   Department of Environment and Natural Resources (DENR) – Ilocos Region Executive Director Atty. Crizaldy M. Barcelo congratulates the field offices while he sets the tone and direction for CY 2021 in terms of the urgent and emerging issues on environment in the region through the conduct of the 1^st Expanded Executive Committee Meeting.

Region 1 Environment Chief said that “2020 is a learning experience and there is an urgent need to put into action the teachings of the past.  Exert extra efforts to improve the region’s performance on the 10-priority programs for CY2021 by creating strategic action based from the previous year.  I understand there were challenges but let us work harder to achieve our goals.”

The expanded executive committee meeting was an avenue to review the physical and financial performance of the field office from the previous year and improve on the setbacks with high hopes for the new year.  Some concerns were also raised which the management wish to undertake necessary corrective measures to avoid the same deficiency and failures.

During the meeting, the validation team presented the results of the Means of Verification (MOV) assessment of Field Offices with various observation based on the evaluation tool of the DENR.   These observations are relevant in attaining the targets of the agency.

Environmental Management Bureau (EMB) - 1 Regional Director Engr. Ma. Dorica Naz-Hipe also presented their financial and physical accomplishments on clean air, clean water and solid waste management and their targets for CY2021.  She (RD Hipe) also shared theIntegrated Information System developed by a systems expert in the bureau which aims to eliminate paper transactions and go paperless in compliance to international standards.

Mines and Geosciences Bureau (MGB)-1 Regional Director Engr. Carlos A. Tayag also presented their 2020 accomplishments on geohazard groundwater assessment and responsible mining and sharing their targets and activities for CY2021.

Boosting the morale of the DENR-1 workforce, the key officials capped the meeting with the unveiling of the the PRIME-HR Bronze Award marker mounted infront of the regional office.  The award was conferred by the Civil Service Commission (CSC) during the 114^th Philippine Civil Service Anniversary.  A recognition where personnel draw inspiration to work with passion and dedication to public service. San Juan, La Union – The Department of Environment and Natural Resources, Region-I (DENR- I) was recently witnessed the sea turtle hatchlings released by CURMA, a non- profit, volunteer and non- government organization (NGO) based in Barangay Ili Norte, San Juan, La Union and managed by father and son Dr. Toby Tamayo and Carlos Tamayo. It was established in 2010, mainly focused on environmental and wildlife protection especially on sea turtle (Pawikan) conservation in the Philippines. The wildlife protection and conservation activity was held last January 8, 2021 also in line with the Zero Waste Month 2021 this January. CURMA is currently assisting the province of La Union in various environmental advocacies particularly in sea turtle conservation efforts.

Representatives from the DENR-I Conservation and Development Division (CDD) and the Regional Public Affairs Office (RPAO) witnessed the broad daylight back to the sea released of about 23 marine turtle hatchlings along the shorelines of CURMA headquarters wherein a Marine Turtle Hatchery is also located. The said hatchery contains marine turtle eggs gathered from turtle nests by volunteers and nature lovers along the shorelines of barangays Baroro, Pandan and Tammocalao, Bacnotan, La Union and barangays Ili Norte and Taboc, San Juan, La Union. The hatchlings in the hatchery include Olive Ridley marine turtles and the green sea turtle, also known as the Pacific Green Turtle, a species from family Cheloniidae (Sc. Chelonia mydas). These turtle species are now considered endangered because of, climate change, illegal- trade and other human harmful activities. Sea turtles serve as ambassadors of marine life and one of the most gentle sea creatures. They show the true nature of most living beings and they peacefully exist. They usually nest at night, under the cover of darkness during the nesting season which typically begins in September until the month of February.

The sea turtle hatchlings release was documented by the television crew of “Born to Be Wild.” A Philippine environmental and wildlife television travel documentary show broadcast by GMA Network and hosted by Dr. Ferdinand “Doc Ferdz” Recio, a popular veterinarian and a certified lover of animals who runs his own veterinary clinic. The “Born to Be Wild” CURMA episode will be shown on GMA Network this month of January, 2021. (GCG-RPAO)

Starting the year 2021 on a positive note, five (5) newly appointed and promoted employees, three (3) employees from the Regional Office and two (2) employees from PENRO Pangasinan took their oath on January 11, 2021. The oath taking ceremony was graced by Regional Executive Director, Atty. Crizaldy M. Barcelo, ARD for Management Services, ARD LEduina S. Co, ARD for Technical Services, ARD Felix Taguba, Division Chiefs and newly installed PENRO of Pangasinan, PENRO Maximo Soriano who attended via Zoom.

RED Atty. Crizaldy M. Barcelo who administered the oath challenged them to keep up and even step up their work and the quality of service they provide to the public. He reminded them to always put their best foot forward even in performing the simplest task assigned to them. As government employees, they should always come to work on time and always perform with integrity.

DENR-1 have filled up a total of sixteen (16) permanent positions in the last leg of recruitment, selection and placement process of CY 2020. Due to the restrictions and current situation, newly appointed and promoted employees in other field offices will conduct oath taking ceremonies in their respective PENR Offices. (JAP-RPAO)
