NSMThe Department of Environment and Natural Resources (DENR) Region I, an agency which fully recognizes the crucial role of accurate data in managing our environment and natural resources, proudly joins the celebration of the 34th National Statistics Month (NSM) through an unveiling of NSM banner and opening of exhibit which showcases the statistical profile of the Office at the DENR I Building Lobby last October 2, 2023. Said activities were led by Assistant Regional Director for Management Services Engr. Raymundo C. Gayo, Mines and Geosciences Bureau I Regional Director Engr. Carlos A. Tayag, and Environmental Management Bureau I representative Engr. Remedios Jimenez.

This year’s theme, β€œAccelerating Progress: Promoting Data and Statistics for Healthy Philippines”, implies the importance of utilizing data and statistics as key tools for achieving and focusing on data-driven decision-making and strategic efforts to promote and maintaining a healthy society. PCSA Culminating 2The Department of Environment and Natural Resources Region I under the helm of Regional Executive Director Atty. Crizaldy M. Barcelo led the conferment of awards to the Top 5% Performers per Office and commendation for selected employees of DENR Ilocos Region during the culminating program of the 123rd Philippine Civil Services Anniversary last September 28, 2023 at Hotel Arianna and Restaurant, Paringao, Bauang, La Union.

This year focuses on the importance of cultivating dynamism among government workers to foster sustainable management and strengthened organizational resilience which is anchored with the celebration’s 10-year overarching theme, β€œTransforming Public Service in the Next Decade: Honing Agile and Future-Ready Servant-Heroes”.

A total of 38 DENR employees put forth exceptional work this past year and capable of withstanding difficulties without compromising on service were honored and recognized. Of this number, 36 emerged as the Top 5% Performers and two (2) Commendation Awardees in DENR Ilocos Region. Their selection were based on performance, innovative ideas, and exemplary behavior which were deliberated, evaluated, and recommended by the DENR I Program on Awards and Incentives for Service Excellence (PRAISE) Committee and the DENR I Performance Management Team (PMT).

Further, joining the ceremony as the Guest Honor and Speaker was Civil Service Commission I Regional Director Hedy Jose B. Lardizabal who lauded the Office for its resilience and dynamism in all its endeavors. In his message he emphasized that a public servant should never settle into their comfort zones because this does not lead to growth and progress. Instead, a public servant must strive to improve and do better until he/she gets what he/she wants, deserve, and the best.

Similarly, RED Barcelo congratulated the awardees and encouraged them to be consistent in embodying integrity, dedication, and innovation. He also inspired other employees that there will come a time when all their contributions and relentless pursuits, big or small, for the Office shall too be recognized and celebrated. The world may be slow to acknowledge greatness at times, but it cannot deny its existence forever. As long as employees continue to pour their passion into what they do, their efforts will eventually shine through.

ORIENTATION SC 1City of San Fernando, La Union-The Department of Environment and Natural Resources-Region I (DENR I) conducted an orientation for potential retirees whose age range from 60-64 years old on September 11, 2023 at the DENR Social Hall, Sevilla, City of San Fernando, La Union.
The activity aimed to provide vital information to employees who opt to avail of the retirement processes, documentary requirements, and benefits intended to address concerns and provide retirees with all the necessary information they need to smoothly navigate through their retirement journey.
In his message, DENR- I Regional Executive Director Atty. Crizaldy M. Barcelo emphasized the significance of the said orientation for potential retirees and likewise, revealed that he too shall be retiring after two years. He further stressed to be well- informed about their rights, benefits and options during this crucial phase of their lives. RED Barcelo’s message served as a reminder of the importance of empowering individuals as they embark on this new chapter of their lives.
OIC Assistant Regional Director for Management Services, Engr. Raymundo C. Gayo, who was also participant of the event, delivered his opening remarks highlighting the importance of embracing this new chapter in their lives and encouraged them to seize every opportunity that retirement had to offer.

The series of sessions covered various topics such as the application process for retirement benefits, documentary requirements needed for processing claims, as well as an overview of the available programs offered by government agencies discussed by resource speakers from the Regional Office I of GSIS (Government Service Insurance System), PAG-IBIG (Home Development Mutual Fund), and DENR.
Attorney II Aira Graize Dela Cruz of DENR I Legal Division delved into the Senior Citizens Act otherwise known Republic Act No. 9994 as well as the intricate web of laws, rights, and privileges bestowed upon the esteemed group. Her discussion served as a valuable resource for the potential retirees seeking clarity on their entitlements in their golden years.
ORIENTATION SC 4To further assist participants in their retirement planning, Staff Officer I Karla Mae D. Jalad from GSIS Region I provided them with tentative computations of retirement benefits. She also shared important information about various programs offered by their office specifically designed for retirees.
Division Chief III Edison J. Iglesia from Pag-IBIG Fund Region I enlightened participants on the various programs offered by their office for retirees, including the Pag-ibig 1 and 2 schemes. In his insightful discussion, Iglesia emphasized the benefits and advantages of these programs, highlighting how they can provide financial security and stability during retirement. With an extensive understanding of the needs and concerns of retirees, the agency aims to ensure a comfortable future and financially-secured for all its members.
DENR Personnel Chief Rowena A. Verde then discussed the computation of terminal leave benefits, shedding light on how employees can maximize their entitlements upon retirement from the department.
Overall, this orientation served as a valuable and significant resource for employees approaching retirement age. It did not only provide them with essential information but also reassured them that their transition into retirement would be smooth and well-supported by various government agencies.(DML-RSCIG)

SAN FERNANDO CITY, La Union – Several officials and personnel of the Department of Environment and Natural Resources Region 1 (DENR-I) together with the agency’s line bureaus, the Mines and Geosciences Bureau (MGB-I) and Environmental Management Bureau (EMB- I) participated in the celebration of the 53rd Earth Day 2023 with this year’s theme: β€œInvest in our Planet” which highlighted with a β€œfun run” traversing the major roads of the city proper of San Fernando, La Union last April 15, 2023.
A short program and Zumba first took place infront of the City Hall of San Fernando before the β€œfun run” commenced. The said Fun Run dubbed as β€œTakbo Para sa Kalikasan” (Run for Nature), was initiated by the city government of San Fernando, La Union and the Lupon ng mga Indibidwal na Nangangalaga ng Kalikasan (LINK) Inc., a network of youth committed to empower young people in the protection, conservation and proper management of the environment and natural resources which was founded by City Vice Mayor Alfredo Pablo β€œAlf” Ortega. LINK is DENR Region 1’s ENR Ambassador which has become a force multiplier in environmental advocacy. The said activity was participated by more than a thousand individuals from various sectors of the civil society like the academe, local and national government agencies, uniformed personnel, among others. β€œ...All of us has the responsibility to preserve our environment, to love our Mother Earth, it is not only today that we show our support and love to mitigate the problem of our environment we are facing now but let us start as early as now to preserve, conserve our environment…”, Vice Mayor Ortega said during his inspirational message.
All the participants happily joined the activity in which they tried their best to garner the β€œfirst place in the Fun Run”, β€œbest Zumba dancer” and β€œgroup or agency with the most number of participants” and shared their experiences and values they gained on the activity. β€œ..Bilang isang kabataan napakalaking opportunity ang ganitong kaganapan para sa kalikasan lalo na kami po ang susunod na henerasyon…kaya hinikayat ko ang mga kapwa ko kabataan na mag volunteer at tutulong sa lahat ng activities na alam namin makakaresolba sa problema sa ating kalikasan..”, the newly- crowned Ms. San Fernando City 2023 said.
Earth Day was first celebrated on April 22, 1970 by United States Senator Gaylord Nelson as a day of education about environmental issues and support for the protection of the environment. (ZLP-RSCIG)



Bangar, La Union – The Department of Environment and Natural Resources, Region- I (DENR- I) and Provincial Environment and Natural Resources Office (PENRO) La Union joined the Lower Amburayan Development Corridor Caravan  (LADC) 2022 held in Bangar Municipal Covered Court, Bangar, La Union on September 22, 2022.

The LADC of the Regional Development Council 1 (RDC- 1), is an initiative to develop the Amburayan River and the communities surrounding the river with the coordination of the municipalities that encompasses along river. These nine (9) municipalities that composed the LADC include Alilem, Cervantes, Sigay, Sugpon, Suyo, and Tagudin, Ilocos Sur and Bangar, Santol and Sudipen in La Union and fifteen (15) line agencies of which DENR- I is one of the member agencies. The LADC aims to craft the LADC Strategic Plan and Investment Program which includes the projects for the river and the municipalities. Likewise, LADC also seeks to foster an environment of economic and social collaboration across the member- municipalities to attain the shared vision where no one is left behind. This complements the existing plans in the region.

In order to deliver government basic services to the LADC and to inform the people regarding the LADC Strategic Plan, various government agencies in region- I were invited in the LADC Caravan 2022 with the theme: β€œLADCaravan 2022: Nagkakaisa tungo sa Matatag, Maginhawa at Panatag na Buhay Para sa  Karayan Amburayan.” One- stop- shop of various government line agencies and local government units (LGUs) were put up in the Bangar Covered Court to serve the public led by the DENR- I and PENRO La Union where 220 endemic seedlings that include Banaba, cashew, Narra and Cupang were distributed which benefitted 67 individuals while IEC materials were disseminated. Also in attendance are LDAC member line agencies led by Department of Agriculture (DA), Department of Health (DOH), Commission on Human Rights (CHR), Department of Labor and Employment (DOLE), Department of Trade and Industry (DTI), Population Commission (POPCOM), Philippine Statistics Authority (PSA), Technical Skills Development Authority (TESDA) and LGU- Bangar.

Other highlight of the Caravan was the launching of LADC Strategic Plan and Investment Program of which LGU head executives of La Union led by Governor Raphaela Veronica Ortega- David and Governor Jeremias Singson of Ilocos Sur delivered their respective solidarity messages while National Economic Development Authority, Region- I (NEDA- I) Regional Director Nestor G. Rillon delivered the keynote address. Bangar Municipal Mayor Joy Merin, being the host municipality, welcomed and thanked the representatives of the participating line agencies who were present during the significant event. (GCG- RSCIG)
