The Department of Environment and Natural Resources Region 1 under the helm of Regional Executive Director- Atty. Crizaldy M. Barcelo and the Provincial Government of La Union (PGLU) led by Governor Raphaelle Veronica "Rafy" Ortega-David carried out a Technical Meeting Re: Application of Provincial Government of La Union for a Gratuitous Special Land Use Permit (GSUP) for the Rehabilitation of Ramot-Puguil Farm to Market Road (FMR) covering 1.82 hectares situated in Barangays Ramot and Puguil, Santol, La Union last March 18, 2024 held at the Conference Room, DENR Regional Office 1 Building, Sevilla, City of San Fernando, La Union.

Said permit is granted by the Office which allows a specific land area to be used for a particular purpose or projects that are non-profit. In this situation, the provision of a farm to market road system which is free of charge that will facilitate the transport and delivery of goods and farm inputs in the Municipality of Santol.

After the parties reviewed the facts of the application and finding out that all requirements pursuant to DENR Administrative Order No.2022-01 or the Guidelines in Granting Government Agencies Gratuitous Permits for the Special Uses of Forest Lands including certifications concurred by the Commissioner for CAR and Region 1 and  Municipal Planning and Development Office of Santol are duly complied with, RED Barcelo, without hesitation approved the GSUP where it was witnessed by Gov. Rafy, Assistant Regional Director for Technical Services - For. Felix Taguba, PENR Officer of La Union-Engr. Cezar Manuel Cabansag, and technical staff, and DENR 1 Division Chiefs.

As a response, Gov. Rafy expressed her gratitude to DENR Region I and the proponents of the permit. She also emphasized that the project aims to uplift the socio-economic conditions of the farmers. Specifically to reduce hauling cost of farm products, inputs, and transport losses; increase mobility and reduce travel time; and increase agricultural production. (DML/RSCIG)
