CITY OF SAN FERNANDO, La Union- The Department of Environment and Natural Resources Region I Official and personnel warmly welcomed DENR Undersecretary for Legal and Administration, Human Resources and Legislative Affairs, Atty. Ernesto D. Adobo, Jr. during his visit on July 8, 2021 to echo important directives from the Environment and Natural Resources Chief Executive Roy A. Cimatu.

During his short visit, an inter-active meeting was carried out which was attended by Regional Executive Director (RED) Atty. Crizaldy M. Barcelo, Assistant Regional Director (ARD) for Technical Services For. Felix Taguba, Environmental Management Bureau (EMB) I Regional Director Engr. Maria Dorica Naz-Hipe, Mines and Geosciences Bureau (MGB) I Regional Director Geol. Socrates Gaerlan, PENR/CENR Officers, and Division Chiefs. This served as a medium for the discussion of opportunities and challenges of the Region.

RED Barcelo mentioned in his message that this is a chance for the field offices to raise issues and concerns in their jurisdictions as well as those that are relative to the thrusts and programs of Secretary Cimatu.

On top of his purpose to cascade vital directives, he also commended RED Barcelo and RD Hipe as top contenders in the DENR Environmental Awards Government and Leadership Excellence (EAGLE) Awards 2020. Further, he was able to engage the participants in a substantial discussion and to address the predicaments faced by the Field Offices in Region 1.

Adobo and his party then conducted a tree planting activity after the meeting at Daang Kalikasan in Mangatarem, Pangasinan which is one of the Region’s priority development projects and is dubbed as one of the Philippine’s most scenic road (connecting Pangasinan and Zambales). Alongside USec. Adobo and his company were RED Barcelo, Pangasinan PENR Officer Cezar Cabansag, Eastern Pangasinan CENR Officer For. Rico Biado, Central Pangasinan CENR Officer For. Franck Vincent Danglose, Western Pangasinan CENR Officer For. Chester Casil, and staff planted over 215 seedlings. (DMCL-RSCIG)

culminating 3SAN FERNANDO CITY, La Union – The Department of Environment and Natural Resources, Region- I (DENR- I) headed by Regional Executive Director Atty. Crizaldy M. Barcelo, led the observance of the Culminating Program activity of the Environment Month Celebration 2021 with this year’s theme, “Sama- samang Pagkilos, Sama- samang Paghilom: Ikaw ako, Tayo ang Kalikasan,”a physical/ virtual blended program was held at the Social Hall of DENR- I Regional Office, Government Center, Sevilla , San Fernando City, La Union on June 30, 2021.

The Culminating Program activity which was attended by key officials of DENR- I, Environmental Management Bureau, Region- I (EMB- I) and Mines and Geosciences Bureau, Region- I (MGB- I), aims to recognize the efforts of the agency’s advocacy partners in the region in line with the Ten Point Priority Programs of Secretary Roy A. Cimatu. Highlights of the program include virtual awarding with plaque of certificates to DENR- I advocacy partners in RIVERS for LIFE Award Program and these include Industrial Sand and Gravel culminating 1Permittees, Commercial Sand and Gravel Permittees, Department of Public Works and Highways, Region- I (DPWH- I), Provincial Government of La Union, local government unit of Naguilian, La Union, and PENRO La Union. Audio- visual presentation of the Naguilian River System was shown being the national winner in the 2019 RIVERS for Life Award. Other awardees include Atty. Leanne Maureen S. Apolinar and Atty. Derek R. Puertollano of the Office of the Solicitor General (OSG), winners of the DENR- I Dish Garden Landscaping Competition and certificates of participation were given to the DENR –I entries in the nationwide “Tayo ang Kalikasan” Jingle Making Contest.

RED Barcelo in his message, “Urged everyone to uphold laws and inculcate environmental awareness to the public and promote ways to reduce negative impact.” Likewise, he thanked the DENR- I Family for their support, cooperation and resiliency.”

The AVP of Lower Bakun River of Ilocos Sur was also shown being the 2020 official entry of Region- I in the nationwide RIVERS for Life Award. DENR- I Assistant Regional Director for Technical Services Felix C. Taguba delivered the closing remarks acknowledged the awardees and all partners of the agency’s programs and projects.  (GCG- RSCIG)

SAN FERNANDO CITY, La Union – One of the highlights in the Philippine Environment Month 2021 celebration spearheaded by the Department of Environment and Natural Resources, Region- I (DENR- I) was the Dish Garden Landscaping Competition which was held at the DENR- I Building Roof Deck, Government Center, Sevilla, San Fernando City, La Union on June 29, 2021.

The Dish Garden Landscaping Competition is in line with the Philippine Environment Month 2021 theme, “Sama- samang Pagkilos, Sama- samang Paghilom: Ikaw, Ako, Tayo ang Kalikasan,” and was competed by four (4) entries from various services of DENR- I namely; Office of the Assistant Regional Director (ARD) Management Services, Office of the ARD Technical Services, Environmental Management Bureau (EMB) and the Mines and Geosciences Bureau (MGB). Five personnel are assigned on each 17” diameter circular clay plate using recyclable material, ornamental plants, top soil, rocks and other materials. All competing entries were given one (1) hour to assemble and design their dish garden landscape. The exciting and creative competition was judged by DENR- I key officials led by Regional Executive Director Atty. Crizaldy M. Barcelo. The awarding of the winners were officially announced during the Environment Month 2021 Culminating Program held at DENR- I Social Hall on June 30, 2021. The Office of the ARD Management Services garnered the top award with a 96.8% rating and also the RED’s Choice Award winning the P 3,000 top cash prize.  Other three (3) entries were awarded with P 1,000 each consolation prizes.

The Dish Garden competition showcases the creativity, camaraderie, artistic and competitiveness of DENR- personnel especially this pandemic. (RSCIG- GCG)


To promote a healthier ecosystem, the Dearbor3partment of Environment and Natural Resources Offices Region I took part to various activities for Arbor Day and Philippine Environment Month last June 25, 2021. Arbor Day was established to inculcate the importance of planting trees and rehabilitating the environment was stressed in Proclamation No. 643 that amended Proclamation No. 396, s. 2003.


Regional Executive Director Atty. Crizaldy M. Barcelo, CESO III joined the Nationwide Tree Planting Day Activity at Daang Kalikasan, Mangatarem, Pangasinan with Assistant Regional Director for Technical Services, For. Felix C. Taguba; PENR Officer Maximo Soriano; and CENR Officers For. Rico Biado, For. Franck Vincent Danglose, and For. Chester Casil.  This is a collaboration with the Society of Filipino Foresters Incorporated (SFFI), ProfessionaARBOR 5l Regulation Commission (PRC), and DENR which will grant them and all Professionals with free six (6) Continuing Professional Development (CPD) credit units.

SFFI La Union Chapter in a similar activity at Basca, Aringay, La Union with Foresters from the Regional Office and PENRO La Union planting over 416 narra seedlings.  Simultaneously, PENRO Ilocos Sur conducted tree planting activities in various locations. Two (2) of the identified sites are in Alilem along the Lower Bakun River which is Region I's official entry for the Recognizing Individuals/Institutions towards Vibrant and Enhanced Rivers (R.I.V.E.Rs) for Life Award 2020.

DENR R1, under the Leadership of Regional Executive Director, Atty. Crizaldy M. Barcelo, represented by Incoming Mines and Geosciences Bureau I Regional Director Socrates Gaerlan; PENRO Rosemarie Jornacion and Staff; Mayor Velmor Sumabat; MENRO; Philippine National Police (PNP); Bureau of Fire Protection (BFP); Sangguniang Kabataan (SK) Municipal Federation; People's Organizations (POs); and the local community were assigned at Barangay Ana-ao planting fruit-bearing and forest tree species.  CARBOR ENRO Southern Ilocos Sur headed by CENR Officer For. Alfredo Racoma, Jr. and the Office's Foresters, on the other hand, were designated at Barangay Amilongan to plant in consonance with the Tree Planting Advocacy Program of PRC. Some of seedlings planted were distributed during the Municipality's Community PanTREE last June 16-18, 2021.

CENRO Northern Ilocos Sur headed by CENR Officer, Engr. Antonio Ridulme at Magsaysay, Santa, Ilocos Sur joined by LGU Santa, Ilocos Sur Polytechnic State College (ISPSC), Philippine Coast Guard (PCG), PNP, BFP, and local constituents. All three (3) tree planting activities conducted by the Province are simultaneous to the DENR Regional Office’s similar undertaking.

In the same day, other CENRO Southern Ilocos Sur personnel continued with the Office's pledge to bring Libtong Creek which spawns at Libtong, Tagudin, Ilocos Sur into its former glory. This is a regular clean-up every last Friday of the Month initiated by the Office which started way back Philippine Environment Month 2019 in support to the then recently launched 'Manila Bay Clean-up'. At first, it was a joint effort between the Office, LGU Tagudin through its MENRO, Barangay Officials and constituents, and Barangay organizations, now, has multiplied with the help of its LGU governed by Mayor Roque Versoza, Jr., as all other forty-two (42) Barangays of the Municipality came to rehabilitate the creek aiming it to be a recreational area for everybody. (DML-RSCIG)


S3AN FERNANDO CITY, La Union – The Department of Environment and Natural Resources, Region- I (DENR- I) jumpstarted the celebration of the Philippine Environment Month 2021 with a Virtual Press Conference at the DENR- I Regional Office facilitated by the Regional Strategic Communication and Initiatives Group (RSCIG) in collaboration with the Philippine Information Agency, Region- I (PIA- I) on June 4, 2021.

This year’s celebration of the Philippine Environment Month 2021 themed: “Sama-sama Sa Pagkilos, Sama-sama sa Paghilom,” highlights the agency’s accomplishments in the Virtual Press Conference hosted by PIA- I Information Officer Ann Hazel Fajardo- Flores who also acted as Moderator in the “Kapihan sa Ilocos,”a two- fold monthly radio program of the PIA- I under the cudgel of PIA- I Regional Director Jennilyne C. Role. The virtual press conference was aired live via radio stations in Ilocos 1Region which include, DZRD Sonshine Radio, Dagupan City, Pangasinan, DWRS Radyo Pilipinas Tayug, DZRL- RPN, Batac City, Ilocos Norte, 99.7 Core FM DZRD 981, Candon City, Ilocos Sur, DWRS Commando Radio Global, Vigan City, My FM 104.3, La Union and Northbound Philippines News.

 The COVID- 19 Status Update in the region- I was first reported in the DENR- I/ PIA-I one- hour press conference “Kapihan sa Ilocos” before guests were introduced. DENR- I key officials graced the event led by Assistant Regional Director Felix C. Taguba in lieu of Regional Executive Director Atty. Crizaldy M. Barcelo, Mines and Geosciences Bureau (MGB- I) Regional Director Carlos Tayag and Environmental Management Bureau, Region- I (EMB- I) Regional Director Engr. Ma. Dorica Naz- Hipe. Questions like updates regarding the progress and objectives of the National Greening Program (NGP) i2n region- I the residential and agricultural free patent application and extension, the legislated and initial component Protected Areas in the region, among others were discussed by ARD Taguba. RD Naz-Hipe answered queries about the Republic Act No. 9003 otherwise known as the Ecological Solid Waste Management, its implementation, the monitoring and technical assistance of dumpsites and sanitary landfills to the local government units while RD Tayag explained the identified areas in the region that are susceptible to flooding and erosion, distribution of Geo Hazard Maps to the LGUs, monitoring of quarry operations and the amended Philippine Mining Act of 1995. A short video production was also shown entitled “Bida Solusyon,” a minimum health protocols reminder against the fight to the coronavirus.

ARD Taguba concluded the PressCon and spoke regarding the DENR- I highlights of activities of the Philippine Environment Month celebration this June, 2021 while head executives RD Tayag and RD Naz- Hipe thanked the PIA- I, the various media personalities from the radio stations who made the event more informative, and interactive.
