3The Department of Environment and Natural Resources (DENR) - Community Environment and Natural Resources Office (CENRO) Western Pangasinan held its first Awards and Recognition of Best Employees and Best Environmental Partners during the culminating program of the 123rd Philippine Civil Service Anniversary on October 02, 2023.

Under the leadership of CENR Officer Dr. Chester O. Casil, CENRO Western Pangasinan recognized its best employees with exemplary performance and its environmental partners’ unwavering support to the agency’s programs and projects.

During the program, DENR I Regional Executive Director Atty. Crizaldy M. Barcelo lauded and commended everyone for their efforts in making the mandate of the agency possible. Likewise, RED Barcelo thanked everyone for their continuous support in the programs and projects of the Department.

 As direct partners of the agency in enforcing environmental protection and their strong enthusiasm in conserving the natural resources, CENRO Western Pangasinan recognized: the local government units of Alaminos City, Bolinao, Dasol, Infanta, Sual, and Anda; Bureau of Fisheries and Aquatic Resources (BFAR)- RMATDEC Lucap (national government agency); Systems Technology Institute (STI) College – Alaminos City Campus (academe); LGU Agno (Special Patent Awardee); Philippine Coast Guard (PCG) – Alaminos Sub-station and Philippine National Police (PNP) – Alaminos Station (law enforcement agency); Hundred Islands Lions Club and Hundred Islands Masonic Lodge No. 201 (civil society organization); Sioasio East Forest Developers Association Inc. (SEFDAI) (People’s Organization); EFF Builders Corporation  (Tenure/Permit Holder); Business Prime Enterprises, Inc., RAMDC Construction and Trading, Smart Saver Trading Corp., and Baldeo Rice Mill (special award (hauling of conveyances)); Tondol National High School (special award (jingle making contest champion – EMC)); Mr. Michael Andaya, LGU Dasol, and Mr. Ulysses Cacho (wildlife rescue and turnover); Boltex Development and Realty Corporation, Hon. Jesus “Boying” F. Celeste, Shining Star Construction and Development Corporation (special award (NGP Plantation Adoption); and Register of Deeds (ROD), G-One Novelty Trading, Eisenpatt Industrial Engineering Services, Jett Fuel, CS First Green – Agri Industrial Development Inc., Rillera Medical Hospital, Wilson Chua, Geodetic Engineers of the Philippines, Charcoal/Bamboo Shippers Association, Team Sual Corporation, Jonik Trading and Construction, and JASA Property Holdings, Inc. (other special awards).2

Also, CENRO Western Pangasinan acknowledged and awarded the selected employees who worked with their best efforts as public servants. The following were awarded as best employees for CY 2022: (Permanent) Mariane P. Lagera, Mariza T. Mangilit, Welty D. aBesa-ang, Raquel T. Simon, Melicio C. Tagtag, Genesis R. Sison, Gemma B. Siapno, Genevive H. Bugtong, and Joanna R Reate; and (Contractual) Jerome B. Buccat, Danilo L. Laroza, Judy Ann C. Sanchez, and Hermilina B. Rabanillo. Also, Special Awards as top performers were given to: Jess Daryl C. Clavero, Jayson M. Gloria, Pol Jayson D. Viray, and Therese Mary B. Bombase; and Leadership Awards were given to Lorenzo O. Calundan, Marlo R. Tingco, Romulo T. Wamil, Joyland D. Banut, Jorge G. Balan, Jr., and Milagros D. Reynaldo.

Special recognition was also given to CENRO Casil as he was nominated to the Environmental Awards for Governance and Leadership Excellence (EAGLE) CENRO Category. The EAGLE recognizes the outstanding DENR officials’ exemplary leadership and major accomplishments and contributions in pursing the agency’s goals.

HTP ALCALA“Masaya ako kasi after 65 years ay ngayon lang ako nakakita ng titulo ng lupa at dito ay nakasulat pa ang aking pangalan, at lubos kaming nagpapasalamat sa DENR sa handog nila ngayong araw na ito,” emotionally quipped by one of the recipients after he received their land title during the “Handog Titulo Program” of the Department of Environment and Natural Resources (DENR) Region 1 through the PENRO Pangasinan and CENRO Central Pangasinan and the Registry of Deeds (RoD)-Pangasinan.

19 Order of Awards and 2 Deed of Absolute Sale were awarded to the beneficiaries of Pindangan Estate while 16 Land Titles were awarded from the private lands in the Municipality of Alcala.

DENR 1 Regional Executive Director Atty. Crizaldy M. Barcelo who led the distribution lauded the beneficiaries who gave their trust and confidence to this government program which aimed to alleviate poverty and fuel progress and development.  He (Atty. Barcelo) likewise commended the efforts exerted by the Regulatory and Permitting Section of the CENRO-Central Pangasinan in working out for the disposition of lands in Pindangan, Alcala, Pangasinan. Atty. Barcelo also personally witnessed the gratitude from the faces of the recipients.

Pangasinan PENR Officer Raymond Rivera and CENR Officer of Central Pangasinan Engr. Noriel Nisperos encouraged the beneficiaries to use their proof of ownership document to advance their economic status in life.

The Registry of Deeds of San Carlos City, Pangasinan through Atty. Primer S. Sendaydiego extoled the leadership of DENR Region 1 in assuring that land ownership transactions are handled with integrity.

This ‘Handog Titulo Program’ of the DENR which seeks to expedite the processing and issuance of public land patents is also in line with the celebration of the 122nd Anniversary of the Land Management Bureau (LMB) this September which is likewise called the Handog Titulo Month.

Also present during the awarding were the representatives from Land Bank of the Philippines and PAG-IBIG Fund who shared their services to spur countryside development through lending, home financing and other productive enterprises. (RSCIG-RAS)

ICC 2CITY OF SAN FERNANDO, LA UNION – The Department of Environment and Natural Resources, Region- I (DENR- I) and its field offices joined the world’s largest volunteer effort for ocean’s health by mobilizing the citizenry through the conduct of simultaneous cleanup in the coasts and rivers of the region on September 15 and 16, 2023.

Presidential Proclamation No. 470 s. 2003, declares every third Saturday of September of each year as the International Coastal Clean-up (ICC) Day. This years’ theme; “Clean Seas for Healthy Fisheries” supports the objective of the United Nations (UN) Ocean Decade Challenge 3, “Sustainably Feed the Global Population”. This challenge recognizes the need to ensure sustainable food production from the ocean to feed the growing global population while safeguarding the health and productivity of marine ecosystems.

Underscoring the importance of coming together to support the world’s fight against marine litter, an estimate of 1,300 volunteers from DENR-1, national agencies, local government units, academe, private sectors, and civil society joined and collected 6,890 kilos / 563 sacks of trash along the 13 km coasts and rivers in the different sites in the region. 

The Regional Office through the Conservation and Development Division (CDD) spearheaded the coastal cleanup activities in Barangay Namonitan, Sto.ICC 4 Tomas and Barangay Bani, Rosario, La Union and followed by an IEC on Code of Good Aquaculture Practice (GAqP) to communities and businesses involved in aquaculture farming in Sto. Tomas and Rosario. Various volunteers from national government agencies such as Philippine National Police, Bureau of Fisheries and Aquatic Resources (BFAR); Philippine Coast Guard (PCG), Bureau of Fire Protection (BFP), Local Government Units (LGUs) of the Municipalites of Sto. Tomas and Rosario, La Union and Communities attended this particular activity.

The most common items collected were grocery bags, beverage bottles (plastic and glass), sachets/pouches, food containers, utensils (plastic & foam cups and plates), food wrappers, fishing lines, nets, ropes, etc, PPEs (gloves, mask), diapers, clothing and footwear. These most common trash collected served as evidence that every day live of people depend on plastics which eventually end up in the ocean.

ICC day celebration visions to have a balanced and healthy ocean which is free from trash and pollution for cleaner and healthier lives for both human and marine ecosystem.  Its mission is to help clean the seas, rivers, lakes and waterways, and to raise awareness on the growing marine debris problem.

IMG 2235In observance of the Philippine Bamboo Month this September and the World Bamboo Day on September 18, the CS First Green Agri-Industrial Development Inc., together with the Department of Environment and Natural Resources-Region I (DENR-I), held an annual bamboo and tree planting activity on September 15, 2023 at Daang Kalikasan, Brgy. Muelang, Mangatarem, Pangasinan.

IMG 2258Over 500 volunteers from various participating agencies and other stakeholders (Department of Labor and Employment - I (DOLE-I), Department of Trade and Industry-I, (DTI-I), Department of Science and Technology -I (DOST-I), Region 1 Bamboo Industry Development Council,  Province of Pangasinan, Provincial Police Office, Citizen Armed Force Geographical Unit (CAFGU) Muelang, Strategic Alliance Holdings, Inc. (SAHI), Lion’s Club of Bayambang, and local government units of Mangatarem, Urbiztondo, and Bayambang) planted bamboo propagules in the twenty (20) hectares of land and 5,000 sqm. for Mangium trees.

With its continuing initiative in planting more bamboo in denuded forests, mitigating climate change, and strengthening the agency’s reforestation program, the CS First Green continues to be the country’s largest industrial bamboo plantation, providing livelihood opportunities and manufacturing quality bamboo products while promoting zero-waste production.

IMG 2175SAN FABIAN, Pangasinan - In collaboration with the Registry of Deeds, the Department of Environment and Natural Resources-Region I thru Provincial Environment and Natural Resources Office (PENRO) Pangasinan and the Community Environment and Natural Resources Office (CENRO) Central Pangasinan, awarded twenty-three (23) land titles to the residents of San Fabian during the “Handog Titulo Program” on September 14, 2023 at Conference Room, Municipal Hall, San Fabian, Pangasinan.

OIC, Assistant Regional Director for Management Services Engr. Raymundo C. Gayo, who represented Regional Executive Director Atty. Crizaldy M. Barcelo, expressed his gratitude to the beneficiaries and encouraged everyone to support the program of the agency. He (ARD Gayo) also explained in detail how free patent titles are processed. San Fabian Municipal Mayor Marlyn Agbayani, together with Municipal Environment and Natural Resources Officer (MENRO) Tony Supremido thanked the DENR and the ROD for their unwavering efforts in facilitating the process which aims to hasten equitable opportunities towards changing the lives of the people.

Present during the awarding ceremony were PENRO Pangasinan Technical Services Division Chief Marlyn Banda, who represented PENR Officer of Pangasinan For. Raymond Rivera, CENR Officer of Central Pangasinan Engr. Noriel G. Nisperos, and personnel from the Land Bank of the Philippines – Dagupan Branch, Home Development Mutual Fund (HDMF), Pag-IBIG Dagupan Branch, and the Assessor’s Office of San Fabian.

The activity is part of the 122nd founding anniversary of the Land Management Bureau (LMB) on September 02 and the Handog Titulo Month in compliance with DENR Memorandum Circular No. 2019-04 or the Conduct of Nationwide Handog Titulo Program every September in Celebration of Lands Anniversary.
