SAN JUAN, La Union- In line with Secretary Roy A. Cimatu’s directive to strengthen the department’s frontline services, the Department of Environment and Natural Resources-Region I (DENR-I), through its Human Resources Development Section, conducted a five (5)-day blended learning modality (face-to-face and virtual) of Environment and Natural Resources (ENR) Frontline Course at Puerto de San Juan Beach Resort Hotel, San Juan, La Union on February 15-19, 2021.

ENR Frontline Course Batch 4, dubb2 ENRed as “Class Masigasig” is composed of forty-nine (49) employees from DENR-I Regional Office, Provincial and Community Environment and Natural Resources Offices (PENROs and CENROs) and first batch from Mines and Geosciences Bureau-I (MGB) and Environmental Management Bureau-I (EMB). The Batch 4 were re-equipped with knowledge to effectively and efficiently render the department’s services to the general public.

DENR-I Regional Executive Director Atty. Crizaldy M. Barcelo graced the opening ceremony and emphasized the importance of the course in the delivery of public service. “With this training course, you will be oriented with DENR’s Mission, Vision, Mandate, DENR Core Values. You will also be oriented on the ten priority programs of the DENR Secretary from the different activities, RED Barcelo said. He also added that it will also be a career preparation for those aspiring for promotion or higher positions.

The five-day blended learning event was divided into four (4) modules: The DENR in Retrospect consisting the department’s mission, vision and mandate, the Ten (10) Priority Programs, and DENR Core Values; ENR Frontline Services covering forest management, land management, environmental management, biodiversity conservation and management, mining resources management, and disaster risk preparedness and awareness; Ease of Doing Business and Efficient Government Service Delivery; and Service Excellence both relative to accountability in public service. Preparation of Completed Staff Work (CSW) and communication documents were also discussed.

DENR Region I successfully conducted the graduation ceremony on February 19, 2021 for the participants of Fr1 ENRontline ENR Course Batch 4 (Class Masigasig) which was joined by the graduates of Basic ENR Course Batch 1 (Class Noble). DENR Human Resources Development Service (HRDS) Director Ric G. Enriquez, who joined via zoom, applauded the graduates for completing the courses. “Through the power of technology, physical distancing and health protocols, you were able to continue learning and unleashed your strengths and potentials. As such, you now have the vital foundation to become responsible employees of the DENR that we are mighty proud of,” Dir. Enriquez said. Likewise, he commended the training management team that despite the pandemic, HR is no exception to continuously develop people. “The HRDS, both Central and Regional Offices, are still up for the challenge: to continue to spread the wings and soar high, ensuring the safety of our employees and offering learning and development interventions for continuous professional and personal development.”, he added.

The ENR Academy Program is composed of five (5) courses: Executive Course, Management Course, Supervisory Course, Basic Course, and Frontline Course. The Frontline Course aims to orient the frontline officers with the department’s programs and projects and to train them on how to craft first level resolution of requests and complaints. (MSA-RSCIG)
