STRATEGIES

ACTIVITIES

  1. TRANSPARENT, RESPONSIVE, UPRIGHT and EFFICIENT (TRUE) SYSTEMS FOR PUBLIC SERVICE
  • Development of Mandatory SECTOR-Specific Code of Conduct and Ethical Standards and Frontline Services
  • Adoption of public management measures that affirmly promote and uphold the highest levels of integrity and accountability
  • Improvement of Management policies and practices
  1. Creation of Regional Committee to formulate the sector specific codes
  2. Review and consolidation of workable regional standards and appropriate mechanisms
  3. Recommend improvements for the Frontline Services under the “Issuance/Approval of Free Patent and Survey Authority”
  4. RBAC/PBAC to put/formulate sufficient internal controls in the different procurement activities
  5. Presence of observers (Internal and External) during Bid Evaluation and Post-Attendance of Observers as well as other RTDs, Division Chiefs in various procurement trainings to familiarize them with RA 9184.
  6. Enforce Sanctions to RBAC/PBAC for any committed violations
  7. Blacklisting of individuals, contractors for violations, poor performance and unsatisfactory quality of works.
  8. Establishment of Sectoral Anti-Corruption Hotline/s
  9. Periodic/regular audits and evaluation of identified fraud and corruption areas (FCAs)
  10. Simplification of administrative procedures and mandatory provision of copies of targets, budget and costing of projects involving PO participation
  11. Regular assessment of unit/section heads particularly within CENROs/PENROs levels
  12. Enforcement of disciplinary actions against corrupt employees/officials

  2. Strengthening/reconstitution of RO/PENRO Anti-Corruption Committees
  3. Creation of RO/PENRO Committees to review SALN
  4. DENR-1 Employees Union to advocate professional ethics among its members
  5. Conduct of Provincial PO based anti-corruption forum/lectures and dialogues
  6. Access of POSs/NGOs to various ENR programs
