Administrative Division

The Administrative Division shall be headed by a Chief, Administrative Officer. The Division shall be responsible in the administration and management of personnel, property and supply, records and cash, and in the implementation of human resources development programs.

 

Cashier Section

  1. Preparation, approval and release of checks for trust accounts and ensure the correctness of Advise of Checks Issued and Cancelled (ACIC) prepared;
  2. Preparation of Authority to Debit Account (ADA) for Modified Disbursement Scheme (MDS) Account;
  3. Issuance of Official Receipts (O.R.) for collections and daily remittance of collection to Bureau of Treasury and Government Servicing Banks;
  4. Timely submission of reports for transactions;
  5. Updating of cashbook and proper recording of vouchers;
  6. Timely preparation and submission of ATM payroll proof lists. 
  7. Performs other functions as may be assigned by higher authorities.
 

Personnel Section

  1. Administers region-wide personnel management program which shall include recruitment selection, placement compensation performance evaluation, employee relations and welfare services;
  2. Acts on matters concerning attendance leave of absence, appointments, promotions, transfers and other personnel transactions in the region;
  3. Performs other functions as may be assigned by higher authorities.
     

Human Resource Development Section

  1. Initiates and implements plans for human resource development interventions of DENR personnel;
  2. Designs and develops a system of assessing human resource capability needs (TNA) to serve as basis for staffing and preparation of training activities;
  3. Determines the compliance with overall HRD plans and the needs for particular managerial/technical and/or support expertise.
  4. Coordinates with other government agencies and training institutions regarding the implementation of HR interventions in the Department;
  5. Maintains HR Information System for all DENR Region I personnel;
  6. Performs other functions as may be assigned by higher authorities.

General Services Section

  1. Maintains the integrity of property records;
  2. Conduct regular inventory of supplies;
  3. Issuance of supplies and materials to offices within the region and safekeeping of stocks of supplies and materials;
  4. Performs other functions as may be assigned by higher authorities.
 

Procurement Section

  1. Ensures that the APP (Annual Procurement Plan) is regularly prepared, reviewed, updated and followed by the End-User;
  2. Process Purchase Requests from End-Users as guided by the approved APP;
  3. Assist the Regional Bids and Awards Committee (RBAC) in the conduct of Public Bidding and other methods in the Procurement of Goods & Equipment;
  4. Prepares  documents required for the award of contracts after Public Bidding and other methods of procurement have been undertaken;
  5. Performs other functions as may be assigned by higher authorities.
