๐—ฆ๐—จ๐—ฌ๐—ข, ๐—œ๐—น๐—ผ๐—ฐ๐—ผ๐˜€ ๐—ฆ๐˜‚๐—ฟ - Due to some land matters that beset the Local Government Unit of Suyo, Ilocos Sur the legislative body of the LGU headed by Vice-Mayor Hon. Samuel B. Subagan, Jr. convened together, and invited officials from the Department of Environment and Natural Resources (DENR) Region 1 led by Regional Executive Director Atty. Crizaldy M. Barcelo and other government institution officials through Resolution No. 236-2023 sponsored by the Committee on Environment to shed clarification on the issues regarding the management of forest lands.

SUYO IECResolution No. 236-2023 approved by the Sangguniang Bayan of Suyo emanated from the plan of the LGU to conduct an inventory of the forest lands which will guide them in their Forest Land Use Planning and based on the Land Classification Map of the DENR, 70% of the total land area of the said municipality is classified as timberland while 30% is classified as Alienable and Disposable.

In his message, Atty. Barcelo shared the importance of forestlands particularly in areas like Suyo, stating that โ€œforest management is important to rural areas which are vulnerable to the effects of climate change.โ€  Atty. Barcelo also added that โ€œthe agency is mandated to ensure proper forest management as it is integral in providing solutions to help us address the issues brought on by the increasing population and its effects and strains on our environment.โ€

Prior to the dialogue, Atty. Arlyn Katherine Buduhan of the Enforcement Division (ED) discussed on the Presidential Decree 705 also known as the Revised Forestry Code of the Philippines, while For. Nely Butic of the Licenses Patents and Deeds Division (LPDD) talked about the tenurial instruments in forestlands being issued by the DENR.  The DENR 1 Legal team was also present during the dialogue, headed by Atty. Claro Ramolete Jr and Atty. Santiago Pagaddut Jr, where the latter shared the latest jurisprudence of spouses Maliones vs. Timario Jr. wherein the Supreme Court granted permanent environment protection order to preserve forest in Mountain Province.

During the dialogue, the LGU officials were concerned about tax declarations issued in areas classified as forest lands in mid-1940โ€™s to 1950โ€™s. The DENR officials however, assured support to the LGU to rectify the process and improve the delivery of services to their constituents particularly on land matters.  Atty. Barcelo likewise expressed his commitment to provide the necessary assistance to the LGU.

Land administration and management is one of the agencyโ€™s program thrust where the issuance of residential and agricultural free patents are the priority activities.

Forest lands on the other hand, provide numerous social benefits, it is also a good resource for sustainable economic development. (RAS/RSCIG)

SAN FERNANDO CITY, La Union โ€“ The Department of Environment and Natural Resources, Region- I, Mines and Geosciences Bureau- I (MGB-I) conducted a โ€œMine Tourโ€ in a large- scale mining site of raw material for cement processing, which is managed and operated by Helix Mining and Development Corporation (HMDC) in Barangay Quirino, Bacnotan, La Union on November 28, 2023 in line with the celebration of the Mining Month 2023 and the 125th MGB Founding Anniversary on November. 2023.
MGBThis yearโ€™s celebration of the Mining Month 2023 and the 125th MGB Founding Anniversary, MGB- I invited members of the media such as UNTV, the Philippine Information Agency, Region- I (PIA- I), the DENR- Regional Strategic Communications and Initiative Group (RSCIG) and MGB- I personnel to engage them of the different, activities in the mining industry. For those who joined the first-ever mining tour they were required to wear PPEs for their safety before a brief lecture and orientation by the HMDC personnel regarding safety measures, cement processing, and environmental laws on mining was first conducted prior to the actual tour around the mining site/ quarry took place. IEC materials and collaterals were also given to the participants.
Since November is a remarkable month dedicated to the mining industry, it shall serve as an occasion for all stakeholders to merge, celebrate accomplishments, address challenges, and plan a roadmap for a sustainable and prosperous future. The successful Mine Tour was hosted by HMDC management and MGB- I headed by Regional Director Engr. Carlos A. Tayag represented by MGB-I Chief, Finance and Administrative Division Engr. Leopoldo R. Raguindin. The said activity is to present and inform the public about the mandates of the bureau particularly on responsible mining. (RSCIG)

CSC Ilocos 1All dressed in beautiful Filipina costumes and barong, the hardworking and dedicated men and women of the Provincial Environment and Natural Resource Office of Ilocos Sur, Community Environment and Natural Resources Office of Bantay and Tagudin were honored in the "Panagsaludo Ken Panagyaman" culminating program of the 123rd Philippine Civil Service Anniversary and 122nd Land and Management Bureau Anniversary held on October 03, 2023 at Ban-aw Resort, Candon City, Ilocos Sur.

The event was graced by Regional Executive Director Atty. Crizaldy M.Barcelo together with Assistant Regional Director for Technical Services, For. Felix C. Taguba.

In his message, RED Barcelo applauded the workforce of Ilocos Sur for consistently surpassing their annual targets. This achievement led to his and PENR Officer Jornacion's nominations for the EAGLE Awards 2022 in the Regional Executive Director and PENRO categories, respectively.

RED Barcelo also recognized the competent and capable leadership of PENRO Jornacion, who extensively and effectively implemented the Department's National Land Titling Program (NLTP). As a result of this program, the Municipality of Sta Catalina, Ilocos Sur was recognized as the Best Local Government Unit (LGU) during the 122nd Land Anniversary.

He encouraged them to continue working diligently and effectively, without expectations of awards or recognition in return. In his words, "Plant seeds of excellent work every day, and the day will come that you will reap what you sow, may it be in the form of recognition, promotion, or the pride of working in the agency that protects and conserves the environment in the future generations."CSC ilocos 2

In totality, thirty-four (34) civil servants were recognized for their loyalty, seven (7) for their meritorious performance, four (4) for their Sikap Aral, and forty-seven (47) for their special contributions. The Say-awit Contest was also a fun and exciting part of the program where the three offices of Ilocos Sur showcased their talents in singing and dancing.

EMS Germalaine I. Labiano was one of the contracts of service civil servants of DENR-1 Ilocos Sur who received special awards for her exemplary performance and contributions to the attainment of the targets of her respective office. In her response message, she expressed her gratitude to the management for appreciating their work and contributions to the department. This award serves as an inspiration to better their best and improve themselves for future bigger roles in the department. 

Overall, the "Panagsaludo Ken Panagyaman" program was a wonderful tribute to the hardworking workforce of DENR-1 Ilocos Sur Field Offices. It was a joyful and inspiring celebration of their achievements and contributions to the department, and a reminder to continue striving for excellence in their work every day (RSCIG/JAP)

3The Department of Environment and Natural Resources (DENR) - Community Environment and Natural Resources Office (CENRO) Western Pangasinan held its first Awards and Recognition of Best Employees and Best Environmental Partners during the culminating program of the 123rd Philippine Civil Service Anniversary on October 02, 2023.

Under the leadership of CENR Officer Dr. Chester O. Casil, CENRO Western Pangasinan recognized its best employees with exemplary performance and its environmental partnersโ€™ unwavering support to the agencyโ€™s programs and projects.

During the program, DENR I Regional Executive Director Atty. Crizaldy M. Barcelo lauded and commended everyone for their efforts in making the mandate of the agency possible. Likewise, RED Barcelo thanked everyone for their continuous support in the programs and projects of the Department.

 As direct partners of the agency in enforcing environmental protection and their strong enthusiasm in conserving the natural resources, CENRO Western Pangasinan recognized: the local government units of Alaminos City, Bolinao, Dasol, Infanta, Sual, and Anda; Bureau of Fisheries and Aquatic Resources (BFAR)- RMATDEC Lucap (national government agency); Systems Technology Institute (STI) College โ€“ Alaminos City Campus (academe); LGU Agno (Special Patent Awardee); Philippine Coast Guard (PCG) โ€“ Alaminos Sub-station and Philippine National Police (PNP) โ€“ Alaminos Station (law enforcement agency); Hundred Islands Lions Club and Hundred Islands Masonic Lodge No. 201 (civil society organization); Sioasio East Forest Developers Association Inc. Siapno, Genevive H. Bugtong, and Joanna R Reate; and (Contractual) Jerome B. Buccat, Danilo L. Laroza, Judy Ann C. Sanchez, and Hermilina B. Rabanillo. Also, Special Awards as top performers were given to: Jess Daryl C. Clavero, Jayson M. Gloria, Pol Jayson D. Viray, and Therese Mary B. Bombase; and Leadership Awards were given to Lorenzo O. Calundan, Marlo R. Tingco, Romulo T. Wamil, Joyland D. Banut, Jorge G. Balan, Jr., and Milagros D. Reynaldo.

Special recognition was also given to CENRO Casil as he was nominated to the Environmental Awards for Governance and Leadership Excellence (EAGLE) CENRO Category. The EAGLE recognizes the outstanding DENR officialsโ€™ exemplary leadership and major accomplishments and contributions in pursing the agencyโ€™s goals.

HTP ALCALAโ€œMasaya ako kasi after 65 years ay ngayon lang ako nakakita ng titulo ng lupa at dito ay nakasulat pa ang aking pangalan, at lubos kaming nagpapasalamat sa DENR sa handog nila ngayong araw na ito,โ€ emotionally quipped by one of the recipients after he received their land title during the โ€œHandog Titulo Programโ€ of the Department of Environment and Natural Resources (DENR) Region 1 through the PENRO Pangasinan and CENRO Central Pangasinan and the Registry of Deeds (RoD)-Pangasinan.

19 Order of Awards and 2 Deed of Absolute Sale were awarded to the beneficiaries of Pindangan Estate while 16 Land Titles were awarded from the private lands in the Municipality of Alcala.

DENR 1 Regional Executive Director Atty. Crizaldy M. Barcelo who led the distribution lauded the beneficiaries who gave their trust and confidence to this government program which aimed to alleviate poverty and fuel progress and development.  He (Atty. Barcelo) likewise commended the efforts exerted by the Regulatory and Permitting Section of the CENRO-Central Pangasinan in working out for the disposition of lands in Pindangan, Alcala, Pangasinan. Atty. Barcelo also personally witnessed the gratitude from the faces of the recipients.

Pangasinan PENR Officer Raymond Rivera and CENR Officer of Central Pangasinan Engr. Noriel Nisperos encouraged the beneficiaries to use their proof of ownership document to advance their economic status in life.

The Registry of Deeds of San Carlos City, Pangasinan through Atty. Primer S. Sendaydiego extoled the leadership of DENR Region 1 in assuring that land ownership transactions are handled with integrity.

This โ€˜Handog Titulo Programโ€™ of the DENR which seeks to expedite the processing and issuance of public land patents is also in line with the celebration of the 122nd Anniversary of the Land Management Bureau (LMB) this September which is likewise called the Handog Titulo Month.

Also present during the awarding were the representatives from Land Bank of the Philippines and PAG-IBIG Fund who shared their services to spur countryside development through lending, home financing and other productive enterprises. (RSCIG-RAS)
