DENR – I and LGU Ilocos Sur seal MOPA on Public Land Titling Program

 

Vigan City – The signing of the historic Memorandum of Partnership Agreement (MOPA) between the Department of Environment and Natural Resources, Region I (DENR- I) and the local government units and (LGU) of the Province of Ilocos Sur was formally sealed at the Provincial Capitol, Vigan City last July 12, 2018. The first ever province- wide MOPA signing on Public Land Titling Program in the country was led by Ilocos Sur Governor Ryan Luis Singson and DENR- I key officials led by DENR- I Regional Director Reynulfo A. Juan, Assistant Regional Director for Technical Services William C. Savella, Provincial Environment and Natural Resources Officer (PENRO) of Ilocos Sur Rosemarie Jornacion, Land Patents and Deeds Division (LPDD) Chief, Manuel Ydia, OIC, Office of CENRO Tagudin, Frank Vincent Danglose and CENR Officer of CENRO Bantay Francisco Arenas.

                The MOPA signing will give teeth to DENR- I to encourage communities in the province of Ilocos Sur and implement the systematic approach and new strategies in public land titling with the creation of One- Stop- Shop called Lands Information manned with Deputize Public Land Inspectors (DPLI) in every municipality. These DPLIs will be armed with good practices and proper training to process and facilitate documents for land patents.

                Ilocos Sur Vice Governor Jeremias Singson and Sangguniang Panlalawigan Member and chairman of the provincial committee on environment Atty. Ronnie Rapanut were also present to witnessed and support the MOPA signing. Present during the event were Twenty-two (22) LGU representatives (majority of which are municipal mayors) from the first and second districts of the province and two (2) city mayors who signed the MOPA. RD Juan in his message, gave a short talk regarding Forest Land Use Planning, Foreshore Planning, the National Greening Program (NGP) accomplishment of the province, the Community- Based Forest Management (CBFM) and the Expanded National Integrated Protected Areas (NIPAS) recently signed into law by President Rodrigo Duterte.

                The province- wide MOPA signing on Public Land Titling Program or Handog Titulo Program is an opportunity for landowners particularly the deprived landowners of the province to avail of the free patent to be issued by DENR- I with the assistance of the Land Registration Authority (LRA) through the Register of Deeds and the LGU- Ilocos Sur. Furthermore, the MOPA signing is a symbol of sincere and sustainable public service initiated by the national and local governments towards nation- building that should be also a model and ideal to other provinces in the country.
