MOA Signing for the BDFEs in Support to the CMEMP

 

For the Development of Biodiversity Friendly Enterprises (BDFEs), a Memorandum of Agreement was signed by Department of Environment and Natural Resources-Region 1 (DENR 1), Department of Science and Technology Regional Office 1, (DOST 1) Department of Trade and Industry Regional Office 1 (DTI 1), Department of Agriculture- Bureau of Fisheries and Aquatic Resources (DA-BFAR 1) Regional Fisheries Office 1, Technical Education and Skills Development Authority (TESDA 1) Regional Office 1, City of Alaminos, Pangasinan, and Municipality of Santo Tomas, La Union at DENR Regional Office 1 on February 5, 2018.

The signing marked the manifestation of support of the said parties to collaborate in promoting the protection and conservation of the coastal resources of Agoo- Damortis Protected Landscape and Seascape (ADPLS) and the Hundred Islands National Park (HINP) through the implementation of BDFEs in support to the Coastal and Marine Ecosystems Management Program (CMEMP).

BDFEs started in 2017 wherein the DENR Regional Office together with the Field Offices (PENRO La Union and CENRO Alaminos City) and in coordination with the local government units (LGUs) have identified four (4) potential BDFEs of the People’s Organizations (POs) from Agoo-Damortis Protected Landscape and Seascape (ADPLS): (a) Damortis Dried Fish Associaton; (b) Ubagan Fisherfolk Association; (c) Sta. Rita Central Bagoong and Tinapa; and from Hundred Islands National Park: Samahang Kababaihan ng Insuana, Inc. Technical assistance through skills training and immersion were given such as advance fish processing, product packaging and labelling, and ecobag making. This is in order to achieve and promote sustainability of ecosystem services, food security, and climate change resiliency for the benefit of present and future generations.   

Some of the responsibilities of the agencies are: DENR shall oversee the development of the BDFEs of the POs; DOST and DTI shall provide assistance in terms of capability trainings etc.; BFAR shall extend assistance to DENR through the conduct of resource assessment; TESDA shall conduct competency assessment to the skilled workers/individual members of the POs; and the LGUs shall assist the assessed enterprises/POs in their commitments and compliance for a BDFE developed livelihood and provision of semi-annual status report of the PO’s BDFE/s.

Signatories of the MOA were: Regional Director Reynulfo A. Juan for DENR 1, Regional Director Armando Q. Ganal for DOST 1, Regional Director Nestor D. Domenden for BFAR-RFO 1. And was signed in the presence of Assistant Regional Director for Technical Services Gwendolyn C. Bambalan for DENR 1, Provincial Director of La Union Daria R. Mingaracal for DTI 1, Larry F. Dizon representative for TESDA 1, Municipal Agriculturist Teresita Tagarino for Municipality of Santo Tomas, and City Tourism Officer Miguel L. Sison for City of Alaminos, Pangasinan. (RPAO)
