Handog Titulo Program continues to benefit more
residents in Pangasinan

ALCALA, Pangasinan – A total of 103 land titles were issued to 91 beneficiaries from 9 (nine) barangays in the Municipality of Alcala during the patent distribution on agricultural areas on October 2, 2015. The Department of Environment and Natural Resources through its program “Handog Titulo” spearheaded the said distribution in cooperation with the Municipality of Alcala and Land Registration Authority. Also, in the said activity, DENR issued 3 (three) order of award and 5 (five) deed of absolute sale on Patrimonial Properties within the Pindangan Estate.

The Patent Distribution is a continuing activity of the Handog Titulo Program in which the Local Government of Alcala entered into a Memorandum of Partnership Agreement with DENR in Public Land Titling on July 12, 2012.

Residents from Barangay Anolid, San Juan, San Pedro Apartado, San Pedro Ili, San Vicente, Poblacion, Kisikis, Laoac and Pindangan expressed their gratitude and extended their regards to everyone who made their respective land ownership possible.

Assistant Regional Director for Technical Services Gwendolyn C. Bambalan emphasized that through land titles, the beneficiaries are now secured of their farm and residential lots. ARD Bambalan stated that the land title issued to them is a tenurial instrument in the legalization of all land tenure which should undergo the step by step process. However, she added that each application must be supported by necessary documents to justify their ownership and claim over the land applied for.

The Handog Titulo Program aims to bring the government closer to the people particularly in land distribution aspects. In partnership with different local government units, applications for land titles are now fast tracked through the assistance from the Office of the Municipal Assessor. The said office has undergone training in the acceptance of public applications. A deputation order was issued which authorizes them to accept public land applications as DENR-LGU’s counterpart.

Municipal Vice Mayor Jojo Callejo thanked the DENR for continuously reaching out to the constituents of Alcala over the years. In behalf of the residents, he expressed his request on the assistance of the said agency on land titling especially on the Pindangan Estate. (Felisandelle C. De Vera, RPAO)
