In order to tackle and discuss the plans, programs and activities for 2015,  DENR-1 led by Regional Director Samuel R. Peǹafiel holds its first ever MANCON under the new organizational set-up following the functional structure under the RATPLAN.

          In the said forum, the new management team were formally introduced particularly the newly-installed Assistant Regional Directors (ARDs) for region1 in the person of Dr. Gwendolyn “Mutya” Bambalan as ARD for Technical Services and Eng’r. Pedro Noble as ARD for Management Services. Likewise, former Regional Technical Director (RTD) for Lands Management Service of Region 6, For. Maxino Soriano is now the NGP (National Greening Program) Coordinator in the region.

Also included in the Management Team of DENR-1 are the Bureau Regional Directors: Carlos Tayag of the Mines and Geo-Sciences and the newly-designated Marivic Abrera of Environmental Management and the former RTDs who are now designated as Division Chiefs as follows: For. Barbara Pernia of Conservation and Development Division and Manuel Ydia of Patents and Licensing Division while Eng’r. Joel Eden, heads the Surveys and Mapping Division.  Atty. Arlyn Buduhan of the Legal Office now heads the newly created Enforcement Division.

First time attendees as part of the DENR-1 Team are the designated Division Chiefs from the PENROs and CENROs.

In her message, Dr. Bambalan highlighted the diversified roles of Assistant Regional Director - as action officer and facilitator, monitor, integrator, quality controller, checks and balancer and as an alter ego of the Regional Director. On the other hand, ARD Noble stressed that the Management Service is ably supported by Administrative, Finance, Legal and Planning and Management Divisions, hence he then urged the PENROs and CENROs to channel their concerns in the said units.

With the on-going major transformation of the organizational structure to functional under the RATPLAN, RD Peñafiel  stressed that change is needed in order to improve efficiency and for effective delivery of service of the government.

As he lauded the accomplishments attained by the region which fared better in 2014, he also urged the participants –PENROs and CENROs not to compete with one another but rather share knowledge, experience and expertise in order to improve more the performance of the office.    

NGP Coordinator underscored the status of the NGP implementation and accomplishment from 2011-2014, targets for 2015 as well as the guidelines and instructions from the Central Office. He reminded the PENROs and CENROs on the strict compliance to the requirements as well as timelines for submission on the priority concerns.

The meeting also tackled the Guidelines on Contracting Community-Based Labor or Community Participation in Government Procurement, PBB Guidelines, Patent Issuances, Status of Cadastral Project, Establishment of Arboretum and the on-going activities on the RATPLAN

             PENRO Pangasinan headed by its Officer Leduina Co hosted the 2-day conference which was held at the sprawling venue of the President’s Hotel in Lingayen, Pangasinan on February 11-12, 2015.
