DENR-1 WELCOMES NEW ASSISTANT REGIONAL DIRECTORS

 

In line with the on-going rationalization of the department, two (2) high-ranking officials of the DENR assumed their post in the Region 1, namely Eng’r. Pedro L. Noble as Assistant Regional Director (ARD) for Administration and Management and Dr. Gwendolyn C. Bambalan as ARD for Technical Services. 

In welcoming the new ARDs during the DENR’s Monday Program last January 26, 2015 held at the Building Lobby, Regional Director Samuel R. Peńafiel stressed that “change is an indispensable part of life and that people need to be receptive and accept change in order to move forward”. ARD Bambalan welcomes her new assignment in Region 1 as she requested the support of the former RTDs now Division Chiefs saying “looking forward to working harmoniously with you”

Prior to their present designation in Region 1, they held positions as Regional Technical Director in the old DENR organizational set-up.  ARD Noble was RTD for Lands Management Service in Region 5 while ARD Bambalan was RTD for Protected Areas Wildlife and Coastal Zone Management Service (PAWCZMS) of Mimaropa Region.

ARD Bambalan will now handle the newly-created four (4) Divisions under the Technical services namely: Conservation and Development, Licensing and Patents, Survey and Mapping and Enforcement. On the other hand, ARD Noble will manage the Finance, Administrative and Planning and Management Divisions.

             This year 2015, the department has adopted the new organizational structure from sectoral to functional wherein top level rationalized positions in the regional offices created only two (2) Assistant Regional Directors (for Technical Services and Admin and Management) while the four (4) Regional Technical Directors for Forestry, Lands, Protected Areas and Coastal Zone and Research Services were abolished.  Except for the Research Services, the three (3) sectors are now merged under the Technical Services. The Ecosystems Research and Development Service or ERDS in the Regional Office is now dissolved and this is now the Water and Water Resources Center, a line bureau under ERDB based in Los, Banos, Laguna.
