Political boundary disputes in various municipalities in Pangasinan settled thru cadastral survey

City of San Fernando, La Union-  With the aim of easing the long time tensions over  the claims of parcels of lands on   political boundaries, some local government units have entered into resolutions to   finally rest the issue and locate the exact lines of their areas of jurisdictions.

              The cadastral survey of the City of Urdaneta  awarded to the qualified survey contractor/team  of  Engr. Rommel Antonio led to resolutions among and between neighboring  municipalities of the city  like Sta Barbara, Laoac,  Malasiqui, Binalonan, Manaoag, and Asingan.  Municipal Assessors of these municipalities attended the presentation of the survey result.

This came even Secretary Ramon JP Paje’s instruction to all DENR field offices to fast track  the implementation of cadastral survey program all over the country. In Region 1,   Regional Executive Director Samuel Peñafiel  has  instructed  Land Management Service Technical Director to double their time on  cadastral survey project implementation and make catch –up plans to meet targets a month before the year ends.

“The approval of cadastral survey plans is significant in our delivery of our services in terms of Free Patent issuances to private individuals on  agricultural lands or residential areas even the special patents for various government properties like city/municipal halls, public markets, plazas, school sites, hospitals, parks, etc”. says RTD Lopez.  This year, about 12,000 patents are targeted to be processed and awarded to the bonafide claimants.

The  cadastral survey projects are on-going at the municipalities of Binmaley, Mapandan, Laoac, San Nicolas, San Quintin, San Fabian.  Other projects will  start after the bidding process for the municipalities of Sison, Urbiztondo, Bautista, Basista, Sta Maria, Burgos, Bani and Mangatarem. The Regional Bids and  Awards Committee follows a strict compliance over the process  which entails even the conduct of post qualification verification over the winning bidders.

RED Peñafiel is also extending  an appeal to all concerned LGUs (municipal/barangay officials) to support the conduct of cadastral survey in their areas particularly in locating the boundaries thru the  monuments (mojons and the concerned residents who could also help in identifying  the legal claimants over their lots and  to avoid fake titling.
