RED Samuel R. Peñafiel is the 8th Regional Executive Director of DENR Region 1. He held the distinction of serving five (5) DENR Regional Offices as RED, and as Executive Director of the Land Administration and Management Project.

RED Peñafiel is a graduate of Bachelor of Science in Forestry from the G. Araneta University Foundation and completed his M.S. Forestry, Major in Plant Ecology at the University of the Philippines, Los Baños, Laguna. He earned some units (27) for his Doctor in Philosophy at the Benguet State University.

He started his government service in 1969 as a Casual Forester of then Bureau of Forestry, then as Science Research Specialist and thereafter served various capacities/designations such as Center Director, Regional Technical Director, Bureau Director and Program Director.

He was the Chairman of the Steering Committee, Asia Pacific Network (APN) for Global Change Research (2007 to 2009), and as Philippines Focal Point for the Intergovernmental Meeting for the Asia Pacific Network (2002-March 2010).

The DENR 1 top official received various awards and recognitions which include “Gawad Lingkod Uliran for Government and Public Service 2002” from the MCU Foundation; “Outstanding Young Forestry Scientist”, “DENR Distinguished Achievement Award” for issuing the highest number of Patents in Luzon. In June 2011, RED Peñafiel was awarded by the Regional Development Council, Civil Service Commission and the Association of Regional Executives in Region 1 with the “Pammadayaw Award” as the “Most Outstanding National Government Official in Region 1-Level 3 (First Runner-Up)”.

RED Peñafiel is married to Amparo Mangoba with whom he is blessed with three children.

DENR- I spearheads International Coastal Clean-up 2018 in Region- I

 

CABA, LA UNION – International Coastal Clean-up (ICC)  is the largest volunteer effort for our ocean’s health. Held annually every third of September, people around the world gather on beaches, coasts, rivers, waterways and underwater dive sites to remove trash and record information on the debris collected. Results will aid in better waste management policies, plans, product packaging designs and in rousing consciousness among people. This year’s ICC theme in the Philippines is, “ Tayo ang Solusyon sa Polusyon.” The 2018 ICC activities resemble the continuation of this year’s “ Environment Month Celebration” with the theme, “Beat Plastic Pollution,” the global awareness to reduce plastic wastes most particularly in our oceans.

In Ilocos Region , the Department of Environment and Natural Resources, Region- I (DENR- I), spearheaded the clean- a- shore activities simultaneously held last September 22, 2018 in line with the observance of the International Clean- up embodied in the Presidential Proclamation No. 470. DENR- I key officials and personnel led the coastal clean- up activities in various coastal municipalities in the province of La Union. Each division of DENR- I office were assigned in the following respective areas; Office of the Regional Director, Regional Public Affairs Office (RPAO) and Legal Division- (Brgy. Wenceslao, Caba), Conservation and Development Division (CDD)- (Brgy. Taberna, Bauang), National Greening Program (NGP) and Finance Division (Brgy. Paratong 3 and 4, Bangar), Licensing, Patents and Deeds Division (LPDD), Survey Planning and Management Division (SMD) (Paratong Norte, Bangar), Enforcement Division, Administrative Division, Planning and Management Division (PMD) (Brgy. Samara, Aringay).

Personnel from various government line agencies, youth from the academe, local government units, coastal communities and volunteer groups from the province of La Union likewise, joined the coastal activities. Assigned participants in the event recorded the collected trashes and recorded/ consolidated in the ICC Ocean Trash Data Form.

Let us unite to beautify our beaches, coasts, and waterways, let us do our part to help save Mother Earth and be a part of the solution for our ocean’s health. ( G. Garcia- RPAO )
