REGIONAL CULMINATING PROGRAM

 

           DENR Region I Assistant Regional Director for Management Services (DENR-ARDMS) Leduina S. Co and OIC, Administrative Officer, Ms. Mary Ann N. Escoto, participated in the 2019 Women’s Month Celebration Regional Culminating Program and awarding of AREX 2018 Sportsfest Winners held at Don Mariano Marcos Memorial State University (DMMMSU) Mid La Union Campus, San Fernando City, La Union on March 28, 2019.

The program was a joint undertaking of the Association of Regional Executives (AREX) of Region I which was attended by Regional Executives of the government line agencies in Region I; the Department of Environment and Natural Resources (DENR), Civil Service Commission (CSC), Philippine National Police (PNP), Philippine Coast Guard, DSWD, DPWH, NEDA, Philippine Statistics Agency (PSA), DA, PIA, DAR, DOT and others. 

Different issues were tackled during the open forum regarding the welfare and rights of women, laws and policies pertaining to the right and equality of women and men.

One of highlights of the event was the awarding of the winners of the previous AREX Sports fest like, Basketball, Badminton, Bowling, Chess, Darts, and others.

DENR team bestowed as the first runner-up WINNER in the bowling game category.

DPWH was the Champion with only a very close score gap between DENR.

          Plaque of Appreciation was awarded to DENR for the invaluable support and participation during the AREX 1 Sports Festival conducted on October 23 to December 4, 2018. (zlpaday-os/RPAO)

Ilocos Region HOSTED THE AFOCO CROSS COUNTRY VISIT

 

Pangasinan, Philippines - A convergence of ASEAN countries took place in the Philippines - Region 1, specially in the Province of Pangasinan when the country hosted the last leg of the AfoCO Cross Country Visit which aims to contribute to the improvement of forests and forests resources development within the ASEAN region, particularly in areas with community settlements.

The 4 days visit was a manifestation of cooperation among and between the ASEAN countries in engaging communities towards a sustainable environment. Countries like Thailand, Indonesia and Korea including the pilot Regions 1, 5 and 11 of the country joined the cross country visit to share experiences, information and lessons gained/learned of the host country to the visiting countries and vice-versa in the implementation of their respective In-Country project activities. This is a significant activity that will serve as the exposure trip and good opportunity for the implementers of the visiting implementing countries to broaden their perspective in terms of forest and community development in their respective countries.

Commendation on the Forged Partnership

The CCV was opened through a simple program to welcome the delegates and all participants of the CCV.

Regional Executive Director Carlito M. Tuballa expressed his gratitude and commended the Forest Management Bureau of the DENR in forging this international partnership and cooperation for the ASEAN member countries towards a sound and environmentally viable project.

He (REDTuballa) urged the member countries and the pilot regions to actively involve the communities and empower them in managing their areas so they can sustain their project even without the supervision of the government. This way, according to RED Tuballa, “they can stand on their own and be an integral part in nation-building.”

Likewise, Project Manager, AFoCO Regional CFM Planning project For. Norlito P. Sarmiento keynoted that the country is indeed blessed for hosting the event to showcase our country which is endowed with vast natural resources and hardworking communities. He assured the participants that he will continue to build partnership and opportunities for the People’s Organization for them to attain their objective of providing food security and livelihood for their members.

The Chief of the Forest Resources Management Division of the Forest Management Bureau and the AFoCO Focal Person for the Philippines For. Orlando A. Panganiban presented to the participants the country’s accomplishments including their plans after AFoCO. He thanked the AFoCo Secretariat represented by Ms. Emily Marie Lim for the support and funding provided in the implementation of this project.

Based on the presentation, the Philippines has now completed the regional activities and considerable number of in-country project activities in three (3) selected community-based forest management (CBFM) People’s Organization (POs) located in the Provinces of Pangasinan in Region 1, Albay in Region 5 and Davao in Region 11.

CS 1st Green Field Visit, “turning a Grass into a Wood”

The CS 1st Green visit was a learning experience for the participants as they were educated on how bamboos are made into trendy products which has a high demand in New Zealand, practically turning a “grass into a wood.”

CS 1st Green is an internationally acclaimed producer of bamboo products catering to the construction needs in New Zealand and China and hopefully to cover other parts of Europe.

The group was toured around the bamboo facility where they got amazed by the advance technology used in the production of the bamboo floor board, miniature items and the bamboo charcoal brickette. The technology used to spawn upgraded bamboo products according to Mayor Cesar Quiambao is from the Republic of China. An idea he wanted to replicate in the country is now starting to materialize with the partnership from DENR, DTI, DOST and the LGU of Bayambang, Pangasinan.

Another bamboo-made structure awed the participants as they were given the chance to see the 51 meters statue of St. Vincent Ferrer which according to Engr. Aron Villafuerte, the Project Engineer is made of 200,000 pieces of bamboo slat and costs Php100M. A project conceived as their entry to the Guinness book of World Records on Tallest statue out of bamboo material. St Vincent Ferrer is the Patron Saint of Builders and celebrated His 600th birthday and 400th Sainthood anniversary last April 5, 2019.

‘Twas another Learning Experience

The group prepared as early as 6:00am for Rang-ay Bantay People’s Organization in So. Tacnien, Sto. Domingo, San Manuel, Pangasinan. They headed to the POs Community-Based Forest Management site with the DENR 1 RED, FMB and the rest of the participants. It was another learning experience for the foreign visitors as they experience trekking to the Community-Based Forest Management site where activities were conducted like tree planting, lecture on mushroom production and a visit to the Small Water Impounding System among others.

Rang-ay Bantay served a sumptuous lunch for the group where they enjoyed the variety of vegetables freshly harvested from their garden.

Positive feedback was given to the PO for their hardwork and unity to come up with a productive project for the community.

After the visit to the People’s Organization, the group headed to the San Roque Power Corporation where they were toured around the facility from the dam, to the spillway to the control room.

A visit to some of the Famous Hundred Islands National Park (HINP)

Travelling via land for 3 days, now its traversing the waters of the HINP. Orientation was done before the line-up activities were conducted. It was facilitated by the staff of the City of Alaminos and the CENR Officer of Western Pangasinan, Atty. Hipolito Salatan.

First off was a lecture on mangrove propagation at the mangrove area, followed by the island hopping to some of the islands of the HINP.

They (participants) were amazed of the beauty of the HINP and in fact, Dona Octavia tried the zipline experience in Quezon Island.

Send Off Dinner

Saying goodbye is the most difficult word to utter especially when there is friendship that has been established. They cannot grasp for words to express how they feel with the thought of parting ways after the cross-country visit.

All the participants had shared good memories during the 4 day visit and some of them expressed that they will extend their stay where some said they will visit again the Philippines. (RAS-RPAO)

RED Carlito M. Tuballa assumes post as new DENR Region- I head

ENVIRONMENTAL WARRIORS. Over a hundred students from Grade 4 to Junior high school of La Marea Academy actively participated to the different environmental lectures during the environmental campus tour of the Department of Environment and Natural Resources- Environmental Management Bureau I on January 18, 2019. The activity aimed to raise environmental awareness among students and to promote sustainable and eco-friendly practices in schools.

In line with the celebration of the World Wildlife Day this 2019 with the theme “Life Below Water: For people and planet”, which focuses on the conservation and sustainable use of marine wildlife, the Department of Environment and Natural Resources, Region I (DENR-1) through the Conservation and Development Division (CDD), Regional Public Affairs Office (RPAO), and Provincial Environment and Natural Resources – La Union (PENRO- La Union) jointly conducted Communication Education Public Awareness (CEPA) through Dalaw Turo activity highlighting the importance of wildlife.
