DENR @31 “Ikaw, Ako Tayo ang Kalikasan”


Quezon City – The Department of Environment and Natural Resources celebrated its 31st year of existence at the Ninoy Aquino Parks and Wildlife Center, Ampitheater with this year’s theme, “DENR @31: Ikaw, Ako, Tayo ang Kalikasan”.

President Rodrigo Roa Duterte who graced the anniversary celebration and is proud to see the employees who are working hard to support his administration in the protection of the country’s natural wealth.

In his message, PRRD encouraged the employees to work harder in the execution of its mandate. He congratulated the leadership of Sec. Roy A. Cimatu for doing a commendable job in protecting the environment citing the Boracay rehabilitation to bring back its glory as the jewel of the world. The Chief Executive took his sweet time in making his encounter with the DENR employees on a light mode as he teased Sec. Cimatu his experience with the Secretary when he was still the Local Government Executive of Davao City and Sec. Cimatu as part of the Armed Forces of the Philippines (AFP) and they were big bike buddies.

Secretary Roy A. Cimatu was a picture of a happy and contented leader seeing his subordinates who have exerted all efforts and are doing the best that they can in the protection and conservation of the environment. In his message, Sec. Cimatu, he sincerely thanked the men and women of the agency diligently working for the cause of the environment.

Sec. Cimatu took pride in sharing that the DENR completed its 30th year on a high note, by exceeding most of the agency’s targets in 2017. He also underscored the “proposed policy reinventing mining that will spread the benefits for the people without compromising the environment and natural resources of the country.”

The DENR employees cheered their respective representative in the 2018 DENR Milenyal ng Kalikasan. Participants to this contest include: DENR Central Office, MGB Central Office, NAMRIA, FMB, Regions 3, NCR, CALABARZON, MIMAROPA where the contender from National Mapping and Resource Information Authority (NAMRIA) won the contest.

Recognizing that all of the achievements of the agency will not be realized, Sec. Cimatu likewise acknowledged the support coming from the Legislative Branch of the government in helping DENR fulfill its mandate in preserving and protecting our environment. Specifically naming Sen Loren Legarda and Congresswoman Josephine Sato who have been supportive in the efforts of the department in the conservation and management of the protected areas through crafting of significant bills for the country’s vast natural resources.


DENR to help Rebuild Marawi

Prior to the Chief Executive’s arrival, a Deed of Donation signing also transpired wherein DENR donates P43.5M worth of confiscated lumber to help in the rehabilitation of the battle-scarred Marawi City. This is translated to 871,453 board feet of confiscated illegally cut wood. The Task Force Bangon Marawi is chaired by Sec. Eduardo del Rosario. These confiscated forest products were seized in the DENR’s anti-illegal logging operations in the Zamboanga Peninsula, SOCSARGEN and Caraga regions. These forest products may be used to repair school buildings, build school furniture and other rehabilitation efforts solely for Marawi City. This effort will help in the agency’s pursuit in addressing the extreme degradation of the country’s forests.


Land Titles awarded to 75 Metro Manila Residents

On its anniversary, DENR also awarded a total of 75 land titles to residents of Metro Manila through the “Handog Titulo” program of the department. It was President Rodrigo Roa Duterte who handed over the title to the beneficiaries from the municipality of Pateros, cities of Taguig, Makati, Paranaque and Valenzuela.

This is a manifestation that the government will continue to promote social justice and poverty alleviation by way of efficiently processing and distribution of the patents. It is a vehicle to propel progress and development.

Region 1’s delegation headed by RD Reynulfo A. Juan with the Division / Section Chiefs, PENROs and CENROs and staff along with the Bureau Directors Ma. Victoria Abrera and Engr. Carlos A. Tayag of EMB and MGB respectively greeted Sec. Cimatu as the anniversary celebration coincided with his 72nd birthday.

Some officials who witnessed the DENR anniversary also include DepEd Secretary Leonor Briones, Congressmen Feliciano “Sonny” Belmonte and Vincent “Bingbong” Crisologo of Quezon City, Vice Mayor Joy Belmonte, Former DENR Secretaries Gina Lopez, Heherson Alvarez, and Horacio Ramos. (RAS)

Tubao, La Union – DENR 1.          The Regional Executive Director (RED) Reynulfo A. Juan welcomed all the participants as he urged them to always “better your best” by actively taking charge and leading their respective offices to perform better in the remaining months of 2018 during the Regional Management Conference. He expressed his appreciation to the hard-work and dedication of the employees for doing the job as expected but should not be too complacent though, as the year comes to close.


RED Juan gave an update on what he has been doing for the DENR in this part of the country worth mentioning is his visit to the different National Greening Program (NGP) sites in La Union and in Ilocos Sur even at the height of the typhoon. He also shared his experience during his visit to Coquimbo, Chile, where he represented the DENR during the conduct of the ‘Exchange of Experience to Add Value to Organic Wastes from Small-scale Fisheries and Aquaculture through its reuse and Conversion into Innovative Products, which contribute to enhanced food security.’ He shared his learning on the best practices he observed during the international visit which was also participated by representatives from other countries. RED Juan also underscored the message of DOT Sec. Puyat during the opening of the (new) Boracay Island saying that the “rehabilitation does not stop in Boracay, this effort will continue entire the country” including Ilocos Region.


The Provincial Environment and Natural Resources Officers (PENROs) presented the status of their performance in terms of the NGP programs with some concerns on the maintenance of the plantation sites during the rainy season and summer. The RED recommends to the heads of the field offices to report the actual situation to back them up from any liability if it is caused by natural calamities. It is reminded that they should visit at least 5 NGP sites, know the status and ‘take ownership’ of their jurisdiction.


As the head of office, RED Juan felt sad by the wrath of the 2 typhoons which left its rage in the northern part of the Luzon leaving numerous casualties in Regions 2 and CAR. Thus, he expressed his concern on the safety of all personnel by reminding the need to be ready and inspect the office building every now and then, check for some oddities in the area to avoid any tragic event citing what happened with the DPWH building in Natoni, Mountain Province.


During the 1st Day of the Management Conference, the Regional Management also recognized the collaboration efforts of the Philippine National Police as partners in the enforcement of environmental laws.


Ecosystems Research and Development Bureau (ERDB) Division Chief, Ms. Aida Lapis presented their findings and recommendation on bamboo propagation related to the Green Livelihood program of here in Region 1. Their findings will enhance the propagation of bamboo specie in the region as well as its economic dimension towards a sustainable development. They have recommended the need of continuous information, education and communication drive including consistency of extension service and to strengthen the collaboration with partner agencies on the added value of bamboo.



Over-all, DENR 1 maintains its rank as a performing field office in the implementation of its mandate to protect and conserve the environment in the countryside. The RED urged the regional officials to innovate and be creative in the implementation of the programs and projects most importantly in the effective and efficient utilization of funds. This also includes the intervention of the agency to the different ENR projects of the congressional district representatives in Ilocos Region. It’s line bureaus Environmental Management Bureau and Mines and Geosciences likewise presented their accomplishments.


With RED’s Juan’s dynamism, it is hoped that the frontline crew of the DENR become resilient and could adapt to the enthusiasm of the RED in implementing the mandate of the agency.


Finally, RED Juan quipped “let us walk the extra mile and think out of the box in serving the public,” as he closes the Management Conference. (RAS-RPAO)
